This paper describes the design and implementation of the File Access Protocol(FAP) that manipulates files in computer networks. FAP is one of the fundamental protocols of Mitsubishi Electric Corporation's distributed processing oriented computer network architecture MNA (Multi-shared Network Architecture). It provides systematically three services for file transfer, file access and remote job entry(RJE) in one integrated protocol. The functional elements of FAP are classified into four categories: negotiation, file open/close, maintenance and data flow control. The description of FAP is formalized. The FAP syntax and semantics are defined respectively with BNF(Backus Normal Form) and a finite state machine. FAP is implemented in the MELCOM-COSMO series and the MELCOM 70 series.
