This paper is the first one in a series of papers illustrating a project initiated in 2001 by the author. The project is intended to (1) promote bilateral trade between the Primorye region of the Russia Federation and Aomori prefecture in Japan, (2) develop an academic program for Russian and Japanese students to learn international management regarding bilateral trade, and (3) conduct academic research on the international management of bilateral trade. This project has not been completed yet, but it is currently providing business people and students with many opportunities in business and learning. This paper depicts the incipient stages of the project.
