Elevated temperature structural design codes pay attention to strain concentration at structural discontinuities during stress relaxation, since it leads to enlarged creep-fatigue damage of materials. One of the difficulties to predict strain concentration is its dependency on constitutive equations and relaxation time. This study investigated sensitivities of strain concentration to these factors and a concentration mechanism. The results revealed that structures have relaxation locus insensitive to constitutive equations and relaxation time, even though absolute values of strain concentration depend on them. Existence of elastic cores characterizes the relaxation locus and the elastic follow-up concept can explain its fundamental mechanism. Finally, the author has proposed inelastic design approach with utilizing relaxation locus.
