The creep damage and material degradation of ex-serviced turbine rotors were evaluated. Microstructual evaluation as well as creep rupture test was conducted and creep damage was evaluated using A-parameter, hardness and J-parameter which is based on change in carbide structure from Fe_3C to M_<23>C_6. The Larson-Miller stress-rupture curves were calculated by the result of creep rupture tests. For the evaluation of creep life fraction, in the case of Cr-Mo-V turbine rotor steel was in the range from 0.13 to 0.67. J-parameter well evaluated the creep damage and showed a good correlation with the creep life fraction. A-parameter also correlated well with the creep life 'fraction except non-uniform microstructure steel, which contained many inclusions. Hardness relatively correlated with the creep life fraction. In the case of 12Cr turbine rotor steel, creep damage mechanism is different from Cr-Mo-V turbine rotor steel. The creep life fraction evaluated by creep rupture test was more than 0.57. The creep cavity was not observed at center bore surface. Therefore A-parameter was not applicable for creep damage evaluation. Since the carbide structure of 12Cr turbine rotor was different from Cr-Mo-V, J-parameter was not applicable for 12Cr turbine rotor steel either. The microstructual change during creep exposure was only the precipitation of Laves phase. Hardness correlated well with the creep life fraction.
