This paper describes a new power-generation system, which produce electric power with an ambient temperature heat engine. The heat engine cycle is composed of the cold heat source of melting ice produced by heat radiation to the space, and the ambient-temperature heat source of surrounding fluid heated by solar heat for example. Using a typical heat engine system diagram, performances of three gas-species for working fluid were calculated, and ammonia is selected for the best working fluid. The correlations between cold heat efficiency of ice, and heat source temperature are calculated. There are applications of the heat engine to electric power generation, and to marine engine and so on. As for environmental impact of the heat engine, the cold climate effect may be resulted from that heat absorption rate exceed power generation rate by a factor of about 20.
