This paper presents a generalized model for the optimal allotment of ground station support to low orbit (LEO) spacecraft with clashing visibilities. The object is to determine support durations that maximize the total value of support while satisfying constraints imposed by limited resources and/or operational protocols. The problem is NP-complete. First, a taxonomy is given. Next, an exact, time-indexed integer programming method is proposed to solve a problem involving visibility clash, chain clash, and station clash, with/without preemption. The paper ends with illustrative numerical results.
