The main aim of this essay is to examine the characteristics of the change in the rule by the Mori, which occurred between Japan's Chusei period and its Kinsei period, by inquiring into the form of the documents (for example, the form of their closing statements and how they were signed and addressed) issued by the Mori. The author is led to the following conclusions. In the Sengoku period, Mori documents were issued based on strong personal relations between the lord and his vassals. Vassals who had been issued documents by one lord, tended to go the same lord when they required further documents, even if that lord had already retired. Therefore, the rule exercised by the Mori during this period was based on personal relations between the lord and his vassals. However, after 1588, the beginning of Japan's unification period, these personal relationships vanished, and Mori rule became more bureaucratic and distant in nature. The style of document signatures and addresses also began to change in 1588. Their contents also began to change from guarantees of rights to issuance of orders. The sharp increase in officially sealed orders (inpan-jo 印判状) during this time symbolizes these changes.
