We constrtrct a cluster-tnean-field theory for short-range spin glasses in the replica space, inwhich only the efl'ective fields which arre con.jttgate to the order pararmeters are tatken into accotrnt.In the one-step replic?r-sytnrnetry breaking (RSB) scheuaue .jtrst beloxv the critical tenaperattrre, thesoltrtions of tlae self-consistent equations f'or general cltrsters ?tre given in terutas of the thertnal andqtrenched randortu averages of' spin prodttcts. Frotn the comparrison of' the ['ree energies we hatveintrodvmced, we find the (one-step) RSB solution is rnore stable than the replica-syrnrnetric (RS)soltrtion for arbitrary clusters so long as the fortt'rer exists. Analytic soltrtions ol' the Bethe clusterapproxirnation suggest that the RSB efl'ects are r?tther enhatrrced by short-range fltrcttrations.
