We continue our attempt to develop a nonequilibrium statistical mechanics usingan operator algebraic structure of density matrix of a closed system. After applyingthe time-smoothing operation, which is originally due to Kirkwood, we obtain an in-itial density matrix which is almost periodic with respect to an initial time tg anddescribes a passive state. Based on the relative entropy formula, we consider extradissipation (beyond the spontaneous constant dissipation in the stationary state) dueto the mechanical perturbations. We examine the existence of a fluctuation-dissipa-tion theorem for nonequilibrium stationary states and prove an analogous basictheorem to the fluctuation-dissipation theorem near equilibrium states.
