Instability driven by the runaway electrons with energies of several hundred ofkeV in a small tokamak NOVA II was studied. The instability resulted in slowingdown of the electrons as well as rapid increase in transverse energy of them. Thedecrement in energy was approximately 200 to 300 keV from the measurement ofthe hard X-ray radiations, while the increment in transverse energy was of theorder of 10 keV from the diamagnetism measurement. Such energy relaxationtook place accompanied by the excitation of the high frequency fluctuationsincluding the ion plasma frequency. The experimental results are consistent withthe appearances which result from the interactions between the runaway electronsand the cold plasma mode.
