• Authors present a new representation of the Lienard-Wiechert potential. Thisrepresentation is obtained from the study of retarded time on a heuristic point ofview. It is indicated from this representation that if a motion of a charged particle isspecified, the Hertzian tensor potential can be expressed by using it. From this, amultipole expansion of the field produced a moving charge is obtained in accordancewith Bouwkamp and Casimir's procdure.
