A study is made on the ground state of an ionic adlayer with repulsive longrange interaction..The method for constructing commensurate structures ispresented for the simplest cases of coverage. The lower bound for the groundstate energy is given as a function of the coverage. The misfit between an orderedstructure due to the intrinsic interaction between adatoms and the substratestructure is discussed. It is found that for the square lattice of the substrate theadlayer is frustrated over a whole range of coverage, and for the regular triangularlattice the adlayer is unfrustrated for a certain class of coverage.
