The potential scattering of charged particles in a strong magnetic field is for-mulated. The collision cross section is defined in such a way that the rate ofscattering agrees with the field-free rate in the weak-field limit. A threshold lawfor the Landau-state excitation is derived. The higher-order Born series arecalculated to obtain the approximate cross section formula. It is shown that inthe low-energy collision the forward elastic scattering is observable. A relationbetween the elastic scattering cross sections for attractive and repulsive potentialsis discussed.
