The Nonlinear wave modulation is analyzed in strongly dispersive systems inwhich a coherent wave and turbulent waves coexists. 'the reductive perturbationmethod is used to derive a basic set of eqtuations. With a strongly excited randomfield, the frequency shift of the coherent wave due to the scattering by a randomfield is dominant compared with that due to the self-interaction. As a result, therandom field gives a crucial modification to the stability of the coherent wavemodulation.
