Thermc>d'znamic potentials in the Landau theory are shown to be under acertain ax'ti'?icial restrictioru as to their symrrxetry properties. A new phenome-nologieal thcory which has not this fault is proposed artd applied to some symmetryproblems. It is concluded that there are [16 nonmagnetic species of phase transi-tions whi<:h can be of second order with no nvultiplication of the lattice constant.The new thccory alters the faintness indices arnd the orders of state shift in Aizu'stheories. ?Cc>ntradictions between experirnental results and theoretical predictionsirr the phots'>transition of ]3oracite are solved by the present theory.
