Using a cell of four molecules, the order-disorder transition of ice Ih-XI is studiedby mean field theory, where the expression of the internal energy due to the shortrange interaction in a previous paper is improved and long range interaction is added.The free energy is given as a function of two short range interaction parameters Eyand E., and temperature T, and minimized with respect to 13 variables by simplexmethod. A phase diagram is obtained in the E,-E.-T space. Ey and E. determinedfrom the paraelectric Curie temperatures of dielectric constants along the two axesare shown to result in the low temperature phase of ordered structure Cmc2. up to thetransition temperature.ice, Ih, XI, phase transition, ferroelectrics
