The purpose of the study was to establish fundamental principles governing the administration of physical education program by means of analyzing behaviors of the participants in various physical activities. A questionnaire survey among 1,025 participants to various physical activities representing various age levels was conducted and interviews with some school teachers and students were used in collecting data necessary to construct the analytical theory on the subject. Participants' approaching to, leaving from and escaping from the place where physical activities take place were of particular interest of the study. The fundamental factors governing such behavior were revealed to be the subjective premises like desire, need and experience in respective physical activity, and the indirect premises that would provide circumstances for participants. Such factors motivate and/or discourage participants on physical activities. The human relationship within the sports club and quality of leader-ship Provided by coaches were pointed out as an important factor for club service. The availability and handiness of facilities for the participants were revealed to be more effective premises than the distance between the facility and the participants' home. Such findings would promote the improvement of administration of physical education program in general.
