"The destiny of India is now being shaped in her classrooms. This, we believe, is no more rhetoric-it is education that determines the level of prosperity, welfare and security of the people." This is the opening sentence of the Report of the Indian Education Commission in the early sixties. Those years (1960-), when the UN's First Development Decade was launched were the optimistic years. But, in the following decades, the economic circumstances surrounding educational development in less-developed countries was greatly worsened, chiefly because of the Oil shock. In this paper, I advocate the development of a new field in Educational Sociology in Japan, so that we may contribute to the development of education in the context of international cooperation. I Development and Education. II Proceeding studies in 'International education'. III The study for educational assistance. Japan has become "the largest donor" country, but the share of education in aid has not been large of late. In bilateral ODA, education of Japan shares only 5.8%, while that of DAC is 10.7% in average. Japan's educational assistance is centered on higher education (science & engineering) and secondary-level technical education. Consequently, there has been little inprovement in proper education such as basic education (primary & lower secondary), social education and teacher training. Basic education concerns the very foundation of the country, including the formation of values and attitudes, and therefore should be a matter of self-help in each country. However, the present financial straits in Asia and Africa make it imperative to assist basic education. This educational assistance seems to me to be new field of study in educational sociology.
