There exist numerous learning opportunities especially in urban area, but the scarcity of information on these opportunities tends to constrain learning activities of citizens. However, it should be noted that information service on out-of-school learning opportunities has been started recently by some local governments. For instance, Osaka Prefectural Government has opened the Information Center on Learning Opportunities and Cultural Events. Information collected by these centers run by local governments covers various fields as follows : a) educational facilities such as libraries, museums, gymnasiums, and halls b) educational programs and cultural/athletic events c) human resources that can share their skills and knowledge as instructors or advisors d) voluntary organizations including groups for community services and group circles enjoying diverse areas of interest e) teaching materials such as films and tapes. The Osaka Information Center has collected about 20,000 cases of information which are accessible by computers. In 1991 this center received about 10,000 requests for information mainly through telephone. The following is a list of major problems that this and other similar centers now face : a) how to establish stable systems to collect and renew information b) how to train professional staff members who can provide efficient information services c) how to support and encourage voluntary, mutual communications among citizens through these information centers d) how to establish a system of close cooperation with other educational facilities such as libraries and museums.
