This paper clarifies the state of equality of opportunity in higher education in Japan. First, it solves the problem of estimating the enrollments in higher education faced bj preceding studies, and presents a new means of estimating the enrollments. It alsd estimates the attendents in terns of daytime and night time, public and private educational institutions, male and female and family income, to understand completely the state of equality of opportunity. Equality of opportunity has inproved since the oil-shock, but this progress has not been equal in all ateas. In terms of family income, inequality in opportunity is still conspicuous among enrollments at daytime and private institutions and among females. These three are still the main subject of wealth equality. Second, this paper considers the college student enrollment in relation to the family burden of education. Although the eduality of opportunity in higher education has advanced, the parents educational burden has not improved. The families of students at higher educational institutions are making sacrifices. This paper also considers the policy implications of the student financial assistance policy of the government. It examines the effectiveness of the scholarship policy in neutralizing wealth inequality among college attendents. The following suggestions are made to increase the effectiveness of government expenditure on higher education: student aid is more effective than institutional aid; and student aid to students of private institutions will further promote equality of educational opportunity.
