The key issue of this paper is the hypocrisy of the Japanese government. To the antidiscrimination laws it has appened several "notwithstanding" clauses and added administrative guidance in order to weaken said laws. In 1985 Japan ratified ILO Convention No. 100 concerning "Equal Renumeration for Men and Women Workers for Work of Equal Value." But articles 3 and 4 of Japan's Labor Standards Law include no term that expresses "equal renumeration for work of equal value." Article 9 of the Equal Job Opportunity Act prohibits discrimination in training, but administrative guidance excludes on-the-job training. Mr. Herman van Zouneveld, Law Division Head of the Commission of the E.C., affirmed to the author, on October 14,1994, that on-the-job training should not be excluded.
