It is pointed out that there exist some curious coordinate systems in the frame of general covariance. We define physically admissible coordinate systems(PACS) and coordinate transformations(PACT), and investigate into their properties. We assert the reformulation of general relativity on the basis of the new principle which requires for physical laws to be covariant with respect to PACT's alone. We determine in the frame of new covariance principle the possible forms of pseudo-quantities and discuss the geometrical representations for physical quantities. Finally a classification of PACS's is given.
