Analyses are made on 80 C-jet events with ΣE_γ>20 TeV observed by the Chacaltaya emulsion chamber, along the two lines of interpretations putting stress on observed scaling break in multi-particle production phenomena. One is with the use of an idea of quark and gluon jets from hard scattering between the constituents of colliding particles. It is concluded that the observed frequency of high Q^2 jets is 0.56±0.11 per one event for Q^2>10 (GeV/c)^2, and such a high rate of producing high Q^2 jets can be explained only by the assumption that more than hundred of partons are inside the target contributing independently to the hard scattering, on the bases of perturbative Quantum Chromo-dynamics. The other is the fire-ball model. In this case, we have to introduce a heavier fire-ball, i.e., super-heavy quantum with mass more than 20 GeV/c^2 and decay temperature ~0.55 GeV, other than the small fire-ball, called the heavy quantum (H-quantum), responsible for multiple pion produciton with scaling nature.
