Based on the Recommendation Bill for Assisting Strategies for Raising Next Generation, established in July 2003, many Japanese cities, towns, and villages have already initiated making comprehensive. "action plans" against decreasing in the birthrate. This legislation obligates large enterprises and companies with over 301 employees to follow the same "action plans" and makes all rearing infants families in the area as the recipients of such services. These aspects should be positively evaluated. On the other hand, in terms of economic support for child rearing, the actual plans of 50 leading cities provide rather limited viewpoint also, these plans offers no perspective that affects enterprises or companies to change working conditions for employees with rearing infant/children. Another drawback is that the bill offers quite standardized, similar contents across all Japanese cities. In order to make substantial plans, we should refer to "the basic law against decrease-in-birthrate," established in the same time as Assisting Strategies for Raising Next Generation Law(July 2003) as well as "28 actions" in the "decrease-in-the-birthrate social fundamental principles" to concretely realize Assisting Strategies for Raising Next Generation Law.
