The purpose of this paper is to investigate the establishment of the Kyushu Railway Company from 1886 to 1888, and to shed light on the reaction of local cmmunities to industrialization in Japan. Railway construction requires large funds. However, in the 1880s the Japanese governmant was unwilling to borrow foreign capital, and the stock market was not yet sufficiently developed. The Kyushu Railway Company therefore had funnd-raising problems. These will be examined with special refernce to the role of local communities in Saga Prefecture. The conclusions of this paper are as follows: (1) There are two points which are characteristic of the establishment of the Kyushu Railway Company. One is the promotional roke of provinical governors; the other is the support of financiers. (2) In Saga Prefecture, it was provincial governors who carried out the fund-raising. They assigned stocks to all counties(gun) on the basis of land prices(chikawari). (3) In 1887, major stockhokders of the Kyushu Railway Company were financiers and representatives of community properties. The latter had come into existence as a result of the activities of provincial governors.
