It is generally said that the making of railway networks is accelerated by the industrial revolution, and that the full expansion of the network of railways accelerates the industrial revolution. But in Japan, the construction of railways was begun by political necessity before the beginning of the industrial revolution. As the railways were first constructed under the government's initiative, the private railway companies were established in order to complement the lack of government's fund. But in the late 1880s, the economic value of railway transportation came to be recognized and there were some who insisted that the private enterprises should construct the railway network to cover all over the land. The government was not in favour of this opinion, and enacted the law of railway construction which gave initiative to construct the railway network to the government. Whereas the capitalists requested as before that the government should undertake the responsibility to form the railway network. Finally the government enacted the law of the national railway system in 1906.
