In the Meiji era, it is found that Miike Mine has the following two significances. One is that in the early years of the Meiji era, it has a particular position in the disposal of government enterprise that decides the direction of the productive industrial policy of the government in Meiji. The other is that after the middle years of the Meiji era, it plays important parts in the process of the formation and the development of the coal industry. Therefore, we can not study Miike Mine without approaching the previous two view points. The early years of the Meiji era correspond to the stage of primitive accumulation of Miike Mine and I maintain it is characterized by Prisoners' Labor. The typical Prisoners' Labor in Japan is grnerally regarded as a form of labor in the mine that appears before the stage of primitive accumulation. In the case of Miike Mine, however, in the stage of primitive accmulation, Prisoners' Labor is the typical form of labor. I make clear the measure of the step that Miike Mine obtains a position as an industrial capitao in the middle years of the Meiji era in considering the contents of prisoners' Labor. And I clear the parts that Prisoners' Labor plays in the stage of primitive accumulation.
