The D-wave phase shifts of the pion-nucleon scattering are calculated by the covariant perturbation theory, up to 4-th order in the coupling constant, adopting the symmetrical pseudoscalar meson theory with pseudoscalar coupling. It is shown that the 2nd order calculation gives at most two degrees at 200 Mev as D-phase shifts and the 4th order contribution can almost be neglected. This result seems to be consistent with the experimental analysis by Glicksman at 217 Mev.
