We present a relativistic mechanics of point particles interactiong by an action-at-a-distance based on the variational principle. Actions are required to be invariant under reparametrizations of each world line and exchanges of the particles. These invariance requirements are satisfied only by two and three particle systems. Such a theory is suitable to describe hadronic models composed of structureless quarks. Classical investigation shows that only rigid rotations are realized and the Lagrangian in "Proper-time gauge" is equivalent to the usual T-U. We quantize and solve harmonic oscillator systems in that gauge. Ghost states are eliminated. Physical states lie on a linearly rising Regge trajectory in either system. Inclusion of daughter trajectories is possible by violating exchange-invariance.
