We apply the phenomenological Lagrangian theory to the incommensurate charge density wave (ICDW) system from a microscopic point of view. A set of coupled equations of motion for the phase order parameter and the electric field is derived to discuss the dynamical evolution of the ICDW. The effects due to the chiral anomaly as well as the pinning potentials are considered.
