Pre-equilibrium behavior of the rho meson in a pionic heat bath is investigated on the basis of equation of motion in the Heisenberg picture. A time-dependent population of the rho meson and its relaxation to thermal equilibrium are studied. We also discuss the pre-equilibrium effect on dilepton production in relativistic heavy ion collisions, assuming vector meson dominance.
