Based on quantum hardrodynamic theory, we derive local, covariant and conserved exchange currents arising from the exchange of pions or rho mesons. The matrix elements are non-singular as the relative distance of the two correlating nucleons approaches zero, there are no cutoffs, and no form factors are used for the strong vertices. Dubach, Koch and Donnelley's exchange currents are reproduced in the non-relativistic limit with zero energy transfer. The electromagnetic form factors for elastic electron scattering from ^3He and ^4He are calculated using the derived currents with relativistic Hartree nuclear wave functions. The results are compared with the experimental data.
