It is shown that hadron-hadron scattering amplitudes for elastic, charge exchange and quasi-two-body processes at high energies and small momentum transfer can well be described, in a simple and unified way, by the Regge pole amplitudes for quasi-free quark-quark scattering. We consider a model which separates the s- and t-dependence of the scattering amplitude. To reduce the number of free parameters, the exchange degeneracy hypothesis is assumed. It seems that this hypothesis is valid with fairly good accuracy. In various relations among hadron-hadron total cross sections, only the weaker form of the Johnson-Treiman relation survives in this model. To explain the experimental data on σ_T, dσ/dt and Re T/Im T we have to take the value of effective quark mass considerably small. Quasi-two-body processes are treated simply by consideration of spin flip in quark level, and we obtain the selection rule <B^+p|π^+p> = 0.
