A general relativistic theory of scattering of measons including the radiation damping has been worked out in which the incident pseudoscalar(vector)meson is scattered by nuclear particles into a pseudoscalar or a vector meson. The cross-sections for the scattering processes involving charged mesons only are given and it is shown that the integral equation of the radiation damping can be solved exactly in a very simple way. The extension of the present scheme of the scattering of measons to that of Tomonaga-Schwinger-Feynman-Dyson's covariant formalism and the scattering processes involving neutral mesons together with discussions on the scattering experiments on π-meson will be subject matter of subsequent papers.
