• It is shown that the order of magnitude of the delayed fission can be accounted for by assuming several loosely bound neutrons in the outskirts of ^<238>U and ^<208>Bi nuclei. The model predicts large K^-/K^+ production ratios in p^^- annihilation at low energies.
