A restricted gauge theory of dyons exhibiting the built-in-dual structure has been constructed and the dual dynamics between color electric and topological charges has been developed. Considering the quarks as dyons, the dyonic condensation of vacuum is obtained ensuring the absolute color (electric as well as magnetic) confinement through generalized Meissner effect and the compatibility of simultaneous existence of free fractional electric charge and monopole has been analysed in terms of different types of electric and magnetic charges of dyons.
