A three-dimensional O(3) sigma model whose action is different from the convensional one is studied. By using a duality transformation technique, an equivalent gas system is obtained. Since this gas system is always in a plasma phase, it is expected that the original system is in a disordered phase at every finite value of the parameter of the model.
