The cluster model of heavy nuclei is developed for a unified description of both the low lying negative parity states and the fission process on the assumption of complete adiabaticity. A schematic model (state independent pairing-plus-octupole model) is investigated within the framework of the RPA and the close relation between the octupole vibrational states and the asymmetric fission is discussed.
