In the last few decades, several articles and reports have been devoted to the study of the declining quality of teachers in public schools in the United States. There is fairly general agreement that the low status of teaching profession has been traditionally established because of its characteristics, the female-dominated occupation and the low salary schedule. In order to improve the supply of teachers with high ability, economic incentives can work effectively in affecting new teachers and retaining teachers of high quality. The purpose of this paper is to show the problems in the current condition of teacher salary and teacher labor market, in terms of teacher compensation. Among several compensation alternatives, this paper especially focuses on a possibility of the pay scale. Some studies indicated that to improve starting pay and decrease rate of increase in pay could work effectively in affecting more people to teaching profession rather than to decrease starting pay and increase rate of increase pay.
