This article examines the citizens' campaign about the industrial waste plant from the view point of 'A Theory of Citizens' Campaigns as Drama'. It will provide an outline of the drama after an examination of the social structure and political situation in Ritto City, Shiga Prefecture, which provides the stage for this drama, as well as of the character of the citizens' group and the local government, who are its actors. In addition, as well as establishing the relationship between the actors and pointing out the inevitability of the social structure of the local community spawned by the protest movement, it classifies the development of the movement into three stages. these are when the citizens' group finds out about the problem, when the citizens' group and the local government cooperate, and when the two find themselves in opposition. What becomes clear through this process is that the citizens' group and the local government developed the protest movement via very different social networks, and that the different structural objectives of the two types of organization made their split inevitable. However, this split did not result solely from the discrepancy in the movement's goals, but also from differences in opinion between the administration, specialists and citizens on how the relationship should be structured. In conclusion, it is contended that such movements have the power to build a new community and that it is wrong to judge them only on how they solve a specific problem.
