Trust is discussed often within the context of 'civil society arguments'. But it is not so clear what is civil society. In order to make clear the core meaning of this concept, firstly we describe three stages of development of this concept in the history of European political philosophy. Also five sets of its heritages are pointed out from the historical analysis of the concept with its rich implications for us. 'Trust' is one of the concepts surrounding the current discussions of civil society. Republicanism is a great tradition of Western political philosophy. Civil society arguments have been influenced by this tradition. But liberal tradition is also important for the civil society arguments. For the current Western political thinking, which is imbued deeply by liberal tradition, the concept of trust can be a kind of alternative for the concept of 'publicness' for republicanism. Trust is the most basic concept for liberal society in order to make liberal atomistic individuals together into a society. However there is no consent among theorists on how to make trust more powerful and richer in our society. Trust theorists argue one way or another, but it remains our task to integrate a variety of their hypotheses.
