Since the 1990s, Educational Reform is advanced extremely in Korea. This phenomenon is related to the beginning of the Local Autonomy by the Korean democratic movement in the 1980s. Especially, in the field of education rather than any other part of public administration, the decentralization is conspicuous. This article describes the change of the local educational system and the legislation of the "Law for the Local Autonomy in Education", which was the important turning point for the educational reform in Korea. Particularly, this article tries to think about and describe the group of parents and teachers'participation in the process of legislations, both of whom were not considered as actors in the educational reform in Korea.
