• C. Hodgkinson says 'administration is the art of interpretation of organizational reality'. What is the organizational reality, and what is the art? These questions contain value issues and indeed administrations are suffused with values. What administrators want to know is how to 'know'the good and the bad, the right and the wrong. Science, social or natural, could never tell the answer. After all, administration is, he argues, essentially philosophycal endeavour.
