The United States is a nation of immigration. Since its foundation, it has had a large noncitizen population, and today it has a systematic procedure for alien residents to become U. S. naturalized citizens. This paper aims at studying the U. S. citizenship and naturalization policy and understanding how adult education works for Citizenship Education. First I compare the citizenship policy of the U. S. with those of the other European nations and clarify what is the requisite to a full membership of the American Society. Then I refer to the U. S. Immigration and Nationality Act in order to understand the naturalization process of alien residens. Lastly I study the Americanization program of Pasadena City College as an example of the citizenship education in an American community college. Through this study, I will clarify how adult education takes a part in Citizenship Education in the U. S. and consider what citizenship means to the residents in the American society.
