This paper is a consideration as to the relationship between the treaty revision diplomacy by Foreign Minister Inoue and his Europeanizing policy in 1880's. Besides entertaining foreign guests in "Rokumei-kan", a new international hall, Inoue made efforts for romanizing Japanese language and redeveloping the metropolitan centre into a European style. Inoue's policies seem hasty and superficial compared with the steps taken toward the institutional and cultural modernization of Japan; this may be related to the situation of the treaty revision. Although in the middle of 1880's international tensions in East Asia such as between Great Britain and Russia raised the international position of Japan, Japanese modernization was still at low levels, Japan had to give many concessions in order to recover judical power. In this situation the desire of Inoue and his colleagues to join the western powers quickly and to complete treaty revision before the establishment of the Diet brought out those Europeanizing Policies.
