PURPOSE : I will attempt to explain the paradox of attitudes of white Americans to-ward non-white minorities, particularly their attitudes toward African Americans and Hispanics. Surveys after surveys report that most white Americans reject blatant stereotypes and endorse integration. Unexpectedly most whites oppose racial integration when endorsement of integration would enhance chances of social contacts with minorities in private areas like neighborhood, home and marriage. Moreover they are more likely to oppose integration when integration involves extra-racial issues, such as government intervention by means of laws, programs to reduce discrimination, financial support to minorities to bridge the socioeonomic gaps between minorities and whites, and minorities' demands for government aids. They criticize the government intervention and the minority demands as illegitimate actions intruding into privacy of citizens and as preferential treatment of a group over another. Whether whites' opposition to these are legitimate criticism or indirect form of opposition derived from ethnic prejuice is a very difficult problem to discern. METHODS : I will attempt to solve the problem by hypothesizing a) that white Americans still harbor prejudice and b) that the covert prejudice manifests itself when opposition involves extra-racial variables against which opposition appears less discriminatory and even plausible. Focusing on opposition to integration as a general principle, I speculate that integration is transformed by two redefinition processes, i. e., redefinition of integration and redefinition of opposition. Both processes are done in terms of the extra-racial variables in question. Larger proportions of whites oppose integration in private areas because opposition to integration of private areas is redefined as exercize of the discretionary right to act up to individual preference in privacy. RESULTS : I found that whites are more likely to oppose integration of public areas than private areas. I also found they are more likely to oppose integration when opposition is presented as exercise of individual discretion. Conversely, they are less likely to oppose when integration is presented as clear violation of the equal-access principle.
