The tern of turbulon is used in this paper as the turbulent element in a fluid, which is correspondent to Weizsacker's "Tubulenzelememte". The author intends to make clear the essential differences between the concept of the smallest turbulon in the recent similarity theory of turbulence and that of the smallest eddy to the earlier theories. Making use of the concept of the turbulent viscosity K and putting certain limits of applicability to that concept, the author obtains the characteristic scale and velocity of the smallest turbulon as Λ_∞〜ν^<3/4>ε^<-1/4>, V_∞〜ν^<1/4>ε^<1/4>, where ε means the turbulent dissipation rate of turbulon energy. For velocity fluctuations with smaller scales than Λ_∞, assuming the mechanism of the laminar dissipation the negative third power law of spectrum is obtained. This negative third power law is found in good agreement with Simmons' and Salter's experiments. The several relationships between Λ_∞ and Taylor's smallest eddies λ_μ and λ are shown in terms of K. And making use of the general characteristics of K in a wind tunnel, relationships between these lengths and the mean wind velocity U are obtained. In particular, the ratio λ_μ / λ is shown to be by no means a costant quantity but to change in proportion to U^<1/4>. Some considerations concerning the possibility of direct measurements of the smallest turbulon are discussed with respect to the concept of coherence force of turbulon which is shown to be maximum for the smallest turbulon
