The balanced budget is the most important economic policy goal for every government One of the most effective policy actions for balanced budget is to cut government expenditure, but no government can enact the expenditure reduction easily It is hard to get national consensus politically for the balanced expenditure reduction for welfare. Canada was one of the most serious deficit-ridden countries, and the government faced a difficult political decision to cut the budget effectively The Liberal Government introduced the new fiscal reform plan after the national election in 1994 In 1997, the Canadian budget deficit declined to less than 3% of GDP because of the Liberal's reform plan In this paper, we will review the Canadian deficit reduction plan, and we will also argue the implication of the Canadian government's efforts for the balanced plan of maintaining national welfare and economic development
