The Indonesian government controls the postproduction management of rice with five policies. The agricultural mechanization policy, with appropriate technology research and a certification system for agricultural machinery, is used mainly to promote the production of food crops. The farm grain storage policy is aimed at improving drying and storage at farms and the farmers cooperative levels; the improvement of postproduction facilities in farmer cooperatives includes establishing village centers for processing agricultural products. The milling capacity in Java is controlled by the rice processing policy, which has made significant contributions to the improvement of milling technology, especially the renovation of small mills equipped with the Engelberg-type huller. The rice procurement policy has been quite successful not only in enforcing the ceiling price of rice and supporting the floor price of paddies, but also in improving the quality of rice grain in the market. The loan policy provides the necessary resources for promoting agricultural mechanization in postproduction processes. The National Post Harvest Coordination Forum was established in 1986 to coordinate research, trials and tests, and agricultural extension services conducted by the respective governmental organizations. The Forum extends its scope to food crops, livestock, estate crops, and fishery. The Ministry of Agriculture plays a major role in the administration of postproduction farming activities. The Ministry conducts research on appropriate technology for the improvement of on-farm farming practices and its extension services have concentrated on the production processes of food crops. BULOG increased its storage capacity 56-fold in the 12 years since 1975 in order to maintain the desired level of national rice stocks. In the performance of this storage function, it has made efforts to prevent as much quantity and quality losses as possible. As the quality of grain stocks is primarily dependent on the quality of procured grain, BULOG conducts strict inspections in its procurement activities. BULOG has also strengthened its research activities as well as its training and extension work.
