Since 1992 after the distruption of the Soviet Union, Russia has been experiencing socio-economic restructuring with the changes in its social system. This paper is intended to investigate the Russian tourism industry from a regional perspective. The results are summarized as follows: 1) A stable federal administration of tourism was established in Russia only two years ago. At present, the Russian tourist market is at the earliest stage of its formation. 2) Although tourism in Russia was more severely depressed than other sectors, many Russian tourists have visited overseas, mainly for shopping. 3) Tourism resources and the main tourism regions can be found in the European part of Russia. The collapse of the USSR can be expected to create new possibilities for changes in the geography of tourism. 4) The existing tourism districts, such as Soch,change functionally under the present economic and social circumstances. There exists regional differences in the development of the travel industry and the accommodation sector. In addition, most of the local governments have been increasingly concerned about the tourism industry.
